SENATE RESOLUTION

 

 

requesting the chairperson of the board of land and natural resources to convene a task force to study AND PROVIDE RECOMMENDATIONS FOR the future of the waikiki NATATORIUM site.

 

 


     WHEREAS, this body finds that the 1921 Territorial Legislature appropriated $250,000 for the construction of the Living Memorial and saltwater swimming pool to honor those from Hawaii who served and died in World War I; and

 

     WHEREAS, the Waikiki Natatorium is owned by the State but operated under an Executive Order by the City and County of Honolulu; and

 

     WHEREAS, the Waikiki Natatorium War Memorial was opened on August 24, 1927, the birthday of Duke Kahanamoku; and

 

     WHEREAS, in 1979, the Waikiki Natatorium was closed to the public due to thirty years of neglect; and

 

     WHEREAS, in 1998, the City and County of Honolulu appropriated $11,500,000 for the complete restoration of the Waikiki Natatorium, yet by 2001, only the locker rooms, bleachers, and façade had been repaired; and

 

     WHEREAS, in 2005, the remaining funds of approximately $6,400,000 lapsed and were deposited back into the general fund; and

 

     WHEREAS, despite its state of disrepair, the Waikiki Natatorium remains an important site because of its geographic location and history and should be considered for various uses; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, that the Chairperson of the Board of Land and Natural Resources is requested to convene a task force to study and provide recommendations for the future of the Waikiki Natatorium site; and

 

     BE IT FURTHER RESOLVED that the Chairperson of the Board of Land and Natural Resources, or the Chairperson's designee, serve as Chair of the task force; and

 

     BE IT FURTHER RESOLVED that the task force members comprise one representative from each of the following:

 

     (1)  The Department of Health;

 

     (2)  The Office of Veterans Services;

 

     (3)  The University of Hawaii System; and

 

     (4)  The City and County of Honolulu; and

 

     BE IT FURTHER RESOLVED that the task force is requested to consider various uses of the site, including but not limited to beach sports, public events, and honoring Hawaii's veterans; and

 

     BE IT FURTHER RESOLVED that members of the task force not receive compensation for their service but be reimbursed for necessary expenses, including travel expenses, incurred in the performance of their duties; and

 

     BE IT FURTHER RESOLVED that the task force is requested to report its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of the 2013; and

 

     BE IT FURTHER RESOLVED that the task force be dissolved on June 30, 2013; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, the Director of Health, the Director of the Office of Veterans Services, the President of the University of Hawaii System, and the Mayor of the City and County of Honolulu.
