SENATE RESOLUTION
REQUESTING THE DEPARTMENT OF TRANSPORTATION TO STUDY THE FEASIBILITY AND ADVISABILITY OF ELIMINATING THE STATE'S SAFETY INSPECTION REQUIREMENTS FOR MOTOR CARRIER VEHICLES.
WHEREAS, many residents complain that the State's vehicle safety inspection requirements for motor carrier vehicles are ineffective and inconsistently applied; and
WHEREAS, it is unclear whether the costs of overseeing and enforcing the inspections are justified by the inspections' benefits; and
WHEREAS, vehicle component failure is a factor in a very small percentage of motor vehicle accidents, nationally and in Hawaii; and
WHEREAS, in Hawaii, the Department of Transportation found that alcohol, speed, and distracted driving are leading causes of fatal traffic accidents in the State, rather than causes related to the vehicles' condition; and
WHEREAS, many states have eliminated inspection requirements without experiencing increased motor vehicle accidents or injuries; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the Department of Transportation is requested to conduct a study of the feasibility and advisability of eliminating the State's safety inspection requirements for motor carrier vehicles; and
BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the regular session of 2024; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Transportation.
