SENATE RESOLUTION

 

 

REQUESTING THAT JOINT BASE PEARL HARBOR-HICKAM AND THE DIVISION OF BOATING AND OCEAN RECREATION OF THE DEPARTMENT OF LAND AND NATURAL RESOURCES COLLABORATE TO ESTABLISH A RECREATIONAL AREA IN THE EAST LOCH OF PEARL HARBOR.

 

 

 


     WHEREAS, Pearl Harbor is recognized for its cultural, military, and historical significance; and

 

     WHEREAS, Pearl Harbor contains four major lochs:  the north loch, middle loch, east loch, and southeast loch; and

 

     WHEREAS, according to the City and County of Honolulu's Primary Urban Plan of 2004, "Pearl Harbor's East Loch is a major visual feature and potential recreational asset for the [Aiea-Pearl City] region. . . . Reopening physical and visual access to the East Loch shoreline provides an important opportunity to revitalize and enrich the Aiea-Pearl City area"; and

 

     WHEREAS, having a recreational area at Pearl Harbor's east loch for the public to enjoy boating and other watercraft activities will benefit the well-being of Hawaii residents; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that Joint Base Pearl Harbor-Hickam and the Division of Boating and Ocean Recreation of the Department of Land and Natural Resources are requested to collaborate to establish a recreational area in the east loch of Pearl Harbor for public boating and other leisure watercraft activities; and

 

     BE IT FURTHER RESOLVED the Division of Boating and Ocean Recreation of the Department of Land and Natural Resources and the Department of Parks and Recreation of the City and County of Honolulu are requested to determine the feasibility of developing small-scale facilities for recreational boating and watercraft activities near the Neal Blaisdell Park or the Aiea Bay State Recreation Area, or both; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to Joint Base Commander, Joint Base Pearl Harbor-Hickam; Administrator of the Division of Boating and Ocean Recreation of the Department of Land and Natural Resources; and Director of the Department of Parks and Recreation of the City and County of Honolulu.
