SENATE CONCURRENT

RESOLUTION

 

 

urging the City and County of Honolulu to use the WaiAnae sustainable Communities Plan, INCLUDING ANY UPDATES THAT MAY BE ENACTED BY ORDINANCE, when approving planning permits issued for developments on the Waianae Coast.

 

 

 


     WHEREAS, Waianae is one of the most historic and culturally rich areas of Oahu; and

 

     WHEREAS, the development of communities in Leeward Oahu, including along the Waianae coast, has steadily increased in the past decades; and

 

     WHEREAS, the Honolulu City Council adopted the revised Waianae Sustainable Communities Plan on March 2, 2012, as Ordinance 12-3, which presents a vision for Waianae's future development; and

 

     WHEREAS, although the Waianae Sustainable Communities Plan consists of policies, guidelines, and conceptual schemes that serve as a guide for development, the City and County of Honolulu has not referenced the plan when issuing permits for development along the Waianae coast; and

 

     WHEREAS, while ensuring adequate infrastructure and services for new developments is important, equally important is the impact that these new developments and the need for more infrastructure will have on existing adjoining communities and regions; and

 

     WHEREAS, incorporating the Waianae Sustainable Communities Plan in the planning and development of the Waianae coast, including any updates that may be enacted by ordinance, will better serve the constituents living in the area and support the recognition of places with unique cultural and historical value such as the Ohikilolo and Kanehunamoku wahi pana; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the City and County of Honolulu is urged to use the Waianae Sustainable Communities Plan, including any updates that may be enacted by ordinance, when approving planning permits issued for developments on the Waianae coast; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu and Director of Planning and Permitting of the City and County of Honolulu.
