SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE OFFICE OF ELECTIONS TO PROVIDE A STATUS UPDATE ON THE IMPLEMENTATION OF HAWAII'S NEW VOTER REGISTRATION SYSTEM.

 

 


     WHEREAS, the Help America Vote Act of 2002 (HAVA) was signed into law on October 29, 2002, to establish a program to assist in the administration of elections; and

 

     WHEREAS, HAVA appropriated $3,280,000,000 to the states, of which Hawaii received $16,596,803; and

 

     WHEREAS, HAVA required states to comply with HAVA by January 1, 2006, and to use the funds to establish and implement new programs and standards pertaining to a computerized statewide voter registration database, provisional voting, voting information, updated and upgraded voting equipment, administrative complaints, and voter identification; and

 

     WHEREAS, HAVA does not require states to re­appropriate the funds, but instead requires that each state submit a state plan regarding programs and funds for publication in the Federal Register to the Election Assistance Commission; and

 

     WHEREAS, Hawaii's HAVA state plan was published in the Federal Register on March 24, 2004; and

 

     WHEREAS, computerized voter registration systems play a vital role in ensuring the accuracy and validity of the electoral process; and

 

     WHEREAS, Hawaii allocated $4,000,000 of funds provided pursuant to section 251 of HAVA for a new voter registration system; and

 

     WHEREAS, the Office of Elections issued a request for proposals and executed a contract with a vendor to provide a new voter registration and election management system; and

 

     WHEREAS, as an election stakeholder, the Legislature needs assurance that the new voter registration system project is being properly managed and will be ready for use in the 2018 elections; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the House of Representatives concurring, that the Office of Elections is requested to provide the Legislature with a status update on the implementation of Hawaii's new voter registration system; and

 

     BE IT FURTHER RESOLVED that the Office of Elections is requested to include, at a minimum, the following information in the status update:

 

     (1)  Project management schedule that itemizes the various project deliverables and delivery timeline;

 

     (2)  Identification of completed deliverables and the amounts paid to the State's contractor;

 

     (3)  Description of the process used for quality assurance and resolution of issues or problems identified by users;

 

     (4)  Management plan for the voter registration system that includes descriptions of the projected annual operational costs, risk mitigation, and user support; and

 

     (5)  Itemization of expenditures from funds provided pursuant to sections 101 and 251 of HAVA; and

 

     BE IT FURTHER RESOLVED that the Office of Elections is requested to submit:

 

     (1)  A preliminary status update to the Legislature no later than July 1, 2016; and

 

     (2)  A final status update to the Legislature no later than twenty days prior to the convening of the Regular Session of 2017; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chief Election Officer, Chairperson of the Elections Commission, and County Clerk of each county in this State.
