SENATE CONCURRENT

RESOLUTION

 

 

requesting the auditor to conduct a sunrise review OF the licensure and regulation of HERBAL THERAPISTS.

 

 


     WHEREAS, Senate Bill No.      , introduced during the 2013 Regular Session, proposes the regulation and licensure of herbal therapists; and

 

     WHEREAS, persons who hold themselves out as herbal therapists are not presently required to be licensed, certified, registered, or otherwise regulated by the State; and

    

WHEREAS, herbal therapy is intended to be a complementary and alternative source of therapy to traditional Western medicine; and

 

     WHEREAS, herbal therapists are involved in the direct personal health care of individuals based on herbal practices, including the utilization of herbal formulas to improve health and wellness; and

 

     WHEREAS, section 26H-6, Hawaii Revised Statutes, requires new measures, subjecting unregulated professions and vocations to licensing or other regulatory controls, to be referred to the Auditor for analysis; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the House of Representatives concurring, that the Auditor is requested to conduct a sunrise review of the licensure of herbal therapists; and

 

     BE IT FURTHER RESOLVED that the Auditor is further requested to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2014; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Auditor.
