SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM TO WORK WITH CONSTRUCTION INDUSTRY REPRESENTATIVES TO REVIEW THE prerequisites for obtaining permit approval for developments at the State and County levels.

 

 


     WHEREAS, a coordinated effort between all levels of government and the private sector is necessary to expedite a sluggish and duplicative approval process for construction projects; and

 

     WHEREAS, for over twenty years, the State and counties have imposed financial requirements, such as community facilities district financing, impact fees, and infrastructure construction on developers as prerequisites to obtaining approval for developments; and

 

     WHEREAS, as a result of these financial impositions, infrastructure construction costs may rise, and construction sometimes remains unfinished; and

 

     WHEREAS, it is necessary to understand the effects of imposing prerequisites on the cost of construction and development, including the effect upon the communities where development has been directed; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the House of Representatives concurring, that the Department of Business, Economic Development, and Tourism is requested to work with construction industry representatives to review the prerequisites for obtaining permit approval for developments at the State and county levels with a view toward cost containment, community benefits, expedition of construction and permitting, and uniformity in imposition of prerequisites from one development project to the next; and

 

     BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism, is requested to report its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2015; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Business, Economic Development, and Tourism and Mayors of the County of Hawaii, County of Kauai, County of Maui, and City and County of Honolulu.
