SENATE CONCURRENT

RESOLUTION

 

 

requesting the legislative reference bureau to COMPILE and synthesize research studies examining all potential health impacts of radio frequency radiation, including fifth-generation cellular networks.

 

 

 


     WHEREAS, research from a 2018 National Toxicology Program study suggests that radio frequency radiation from second- and third-generation cellular networks, also known as 2G and 3G respectively, may correlate with health issues, including but not limited to heart tumors, brain tumors, and adrenal gland tumors in rats; and

 

     WHEREAS, while the National Toxicology Program is working to better understand the biological basis for the cancer findings in the 2018 study, it has not initiated a new study to study the effects of radio frequency radiation from fourth- and fifth-generation cellular networks, known as 4G and 5G respectively; and

 

     WHEREAS, in November 2020, the state of New Hampshire commissioned and presented a report compiling data related to health risks and radio frequency radiation, including but not limited to medical risks as well as public health risks associated with all radio frequency radiation, including 5G; and

 

     WHEREAS, a similar report in Hawaii would inform the Legislature on any public health risks associated with radio frequency radiation, and specifically with 5G networks; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the House of Representatives concurring, that the Legislative Reference Bureau is requested to compile and synthesize research studies examining all potential health impacts of radio frequency radiation, including 5G; and

 

     BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to submit its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022; and

 

     BE IT FURTHER RESOLVED that the United States Department of Health and Human Services is urged to commission a new study from the National Toxicology Program on the health impacts of radio frequency radiation, including 5G; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Secretary of the United States Department of Health and Human Services, Director of the National Toxicology Program, and Director of the Legislative Reference Bureau.
