SENATE CONCURRENT
RESOLUTION
Recognizing the seventy-fifth anniversary of the united nations; urging all state agencies to implement executive order No. 1806.
WHEREAS, in 1945, nations were in ruins, World War II was over, and the world wanted peace; fifty-one countries gathered in San Francisco that year on October 24, to sign a Charter, creating a new organization, the United Nations; and
WHEREAS, seventy-five years later, the United Nations continues to help build a better world as envisioned by its founders, maintaining international peace and security by upholding international law, protecting human rights, and promoting democracy; and
WHEREAS, in celebration of the seventy-fifth anniversary, on June 14, 2019, the United Nations General Assembly adopted a Resolution to commemorate the seventy-fifth anniversary of the establishment of the United Nations under the theme, "The future we want, the United Nations we need: reaffirming our collective commitment to multilateralism"; and
WHEREAS, the initiative is described as a "global reality check" to spark conversations around building a better future for all by revitalizing multilateralism, strengthening the United Nations, respecting international laws and reaffirming the Charter of the United Nations, consistent with the agenda of a more prosperous and peaceful world, and pledge to leave no one behind; and
WHEREAS, by tackling issues such as the climate crisis, inequality, new patterns of violence, and the major changes seen in population and technology, the implementation of the Sustainable Development Goals (SDGs), otherwise known as the 2030 Agenda for Sustainable Development, born at the United Nations Conference in Rio de Janeiro, requires cooperation across borders, sectors, and generations; and
WHEREAS, the seventeen SDGs are interconnected and work in the spirit of partnership and pragmatism to make the right choices now to improve life, in a sustainable way, for future generations; they provide a global roadmap for the future we want, defend the sovereign equality of the nations and the free self-determination of the peoples, and breathe life into multilateralism in order to reflect the values of the United Nations; and
WHEREAS, during September 2016, over ten thousand leaders from government, civil society, indigenous communities, faith and spiritual traditions, the private sector, and academia gathered in Hawai‘i for a meeting of the International Union for Conservation of Nature World Conservation Congress where the delegates adopted the World Conservation Congress Hawai‘i Commitments to achieve the transformation required to promote a "Culture of Conservation"; and
WHEREAS, the Hawai‘i Commitments build on the Paris Climate Agreement and the SDGs to allow different global voices to come together and find common ground in the spirit of partnership, collaboration, and sustainability; and
WHEREAS, the Senate adopted the seventeen SDGs during the Regular Session of 2018; and
WHEREAS, the Governor executed Executive Order No. 1806 on November 30, 2018, authorizing, directing, and ordering that all departments of the State of Hawai‘i implement practices and take action to assist the State in achieving the SDGs by the year 2030; and
WHEREAS, Executive Order No. 1806 has been adopted by the City and County of Honolulu, Hawai‘i County, Kaua‘i County, and Maui County; and
WHEREAS, in order for Hawai‘i to continue to serve as a starlight for the rest of the world in setting policies on issues of sustainability and conservation, it is essential that the State demonstrate its full commitment to its own policies and goals as well as the goals set on the international stage at United Nations conferences and summits; now, therefore,
BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that in recognition and celebration of the seventy-fifth anniversary of the United Nations, all state agencies are urged to implement Executive Order No. 1806 to assist the State in achieving the United Nations SDGs and indicators by 2030; and
BE IT FURTHER RESOLVED that all state agencies are requested to take broad acceleration to specifically achieve the following:
(1) Goal 1. No poverty. End poverty in all its forms everywhere;
(2) Goal 2. Zero hunger. End hunger, achieve food security and improved nutrition, and promote sustainable agriculture;
(3) Goal 3. Good health and well-being. Ensure healthy lives and promote well-being for all at all ages;
(4) Goal 4. Quality education. Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all;
(5) Goal 5. Gender equality. Achieve gender equality and empower all women and girls;
(6) Goal 6. Clean water and sanitation. Ensure availability and sustainable management of water and sanitation for all;
(7) Goal 7. Affordable and clean energy. Ensure access to affordable, reliable, sustainable, and modern energy for all;
(8) Goal 8. Decent work and economic growth. Promote sustained, inclusive, and sustainable economic growth; full and productive employment; and work for all;
(9) Goal 9. Industry, innovation, and infrastructure. Build resilient infrastructure, promote inclusive and sustainable industrialization, and foster innovation;
(10) Goal 10. Reduced inequalities;
(11) Goal 11. Sustainable cities and communities. Make cities and communities inclusive, safe, resilient, and sustainable;
(12) Goal 12. Responsible consumption and production. Ensure sustainable consumption and production patterns;
(13) Goal 13. Climate action. Take urgent action to combat climate change and its impacts;
(14) Goal 14. Life below water. Conserve and sustainably use the oceans, seas, and marine resources for sustainable development;
(15) Goal 15. Life on land. Protect, restore, and promote sustainable use of terrestrial ecosystems; sustainably manage forests; combat desertification; and halt and reverse land degradation and biodiversity loss;
(16) Goal 16. Peace, justice, and strong institutions. Promote peaceful and inclusive societies for sustainable development, provide access to justice for all, and build effective, accountable, and inclusive institutions at all levels; and
(17) Goal 17. Partnerships for the goals. Strengthen the means of implementation; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Comptroller; Chairperson of the Board of Agriculture; Attorney General; Director of Finance; Director of Business, Economic Development, and Tourism; Director of Commerce and Consumer Affairs; Adjutant General; Chairperson of the Board of Education; Superintendent of Education; Chairperson of the Hawaiian Homes Commission; Director of Health; Director of Human Resources Development; Director of Human Services; Director of Labor and Industrial Relations; Chairperson of the Board of Land and Natural Resources; Director of Public Safety; Director of Taxation; Director of Transportation; President of the University of Hawai‘i System; Administrator of the State Procurement Office; Mayor of the City and County of Honolulu; Mayor of the County of Maui; Mayor of the County of Hawai‘i; Mayor of the County of Kaua‘i; Chairperson of the Honolulu City Council, Chairperson of the Maui County Council, Chairperson of the Hawai‘i County Council, Chairperson of the Kaua‘i County Council, who in turn is requested to provide a copy to each neighborhood board chairperson in their respective county; and the Executive Secretary of the Neighborhood Commission Office of the City and County of Honolulu.
