SENATE CONCURRENT

RESOLUTION

 

 

Urging the department of transportation to assess the dangers of pedestrian use of the shoulder of haleakala highway between upper kimo drive and ainakula road and to examine potential pedestrian safety COUNTERMEASURES.

 

 

 


     WHEREAS, the population of the Kula district of Maui has grown by roughly sixteen percent since 2010, with the number of pedestrians growing along with the population; and

 

     WHEREAS, the portion of Haleakala Highway between Upper Kimo Drive and Ainakula Road and adjacent to Kula Lodge and Kula Marketplace, is heavily trafficked by both motorists and pedestrians; and

 

     WHEREAS, cars frequently exceed the speed limit of thirty miles per hour in this area; and

 

     WHEREAS, due to the lack of an official sidewalk or pedestrian walkway in the area, pedestrians often use the six inch-wide shoulder of Haleakala Highway as a walkway; and

 

WHEREAS, pedestrian use of this narrow shoulder poses a danger to both pedestrians and motorists; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the House of Representatives concurring, that the Highways Division of the Department of Transportation is requested to:

 

     (1)  Assess the dangers of pedestrian use of the shoulder on the portion of Haleakala Highway between Upper Kimo Drive and Ainakula Road;

 

     (2)  Examine the effectiveness of potential pedestrian safety countermeasures; and

 

     (3)  Submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.
