SENATE CONCURRENT

RESOLUTION

 

 

urging the department of transportation to establish a new day works projects group within the harbors division to implement the former harbors modernization plan, now known as the "new day works projects", and to meet monthly with the hawaii harbor users group to assess the progress of the new day works projects.

 

 


     WHEREAS, the Aloha Tower Development Corporation was established in 1981 to oversee construction in the area around the historic Aloha Tower lighthouse on Oahu, but it has managed to complete only one phase of its original development plan, the Aloha Tower Marketplace, and has failed to successfully redevelop the Honolulu Harbor waterfront area; and

 

     WHEREAS, the State Auditor released a scathing audit of the Aloha Tower Development Corporation in 2010, calling it "flawed, obsolete and mismanaged", and as a result of its failure to successfully redevelop the Honolulu Harbor waterfront area, the Aloha Tower Development Corporation will be abolished; and

 

     WHEREAS, the Aloha Tower Development Corporation was tasked with implementing the Harbors Modernization Plan; and

 

     WHEREAS, the Department of Transportation and the Hawaii Harbor Users Group invested six years and hundreds of thousands of dollars conceiving, prioritizing, and implementing the Harbors Modernization Plan; and

 

     WHEREAS, under legislation pending before the Legislature, responsibility for the implementation of the Harbors Modernization Plan will rest with the Department of Transportation, Harbors Division; and

 

     WHEREAS, funds previously appropriated for the Aloha Tower Development Corporation to implement the Harbors Modernization Plan may become available to the Department of Transportation to implement the Harbors Modernization Plan, which is now known as the New Day Works Projects; and

 

     WHEREAS, special care, concern, and expertise are necessary to ensure that the New Day Works Projects successfully implement the combined vision of the Department of Transportation and the Hawaii Harbor Users Group; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the House of Representatives concurring, that the Department of Transportation is requested to establish a New Day Works Projects Group within the Harbors Division to implement the New Day Works Projects; and

 

     BE IT FURTHER RESOLVED that the Hawaii Harbor Users Group is requested to assist the Harbors Division of the Department of Transportation in identifying and recommending New Day Works Projects priorities; and

 

     BE IT FURTHER RESOLVED that the Harbors Division of the Department of Transportation and Hawaii Harbor Users Group meet monthly to discuss the progress of the New Day Works Project Group; and

 

     BE IT FURTHER RESOLVED that upon its creation, the New Day Work Projects Group consider the advice of the Hawaii Harbor Users Group in matters relating to the New Day Works Projects; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Director of Transportation; Director of Business, Economic Development, and Tourism; Chairperson of the Board of Directors, Aloha Tower Development Corporation; President of the Hawaii Harbor Users Group; and Deputy Director of Transportation, Harbors Division.
