SENATE CONCURRENT

RESOLUTION

 

 

URGING ALL STATE AGENCIES TO ISSUE A STATUS REPORT ON EACH STUDY AND PROJECT FUNDED BY THE LEGISLATURE FROM 2015‑2020.

 

 


     WHEREAS, the Legislature finds that funds for projects, studies, and pilot programs, are appropriated each year; and

 

     WHEREAS, there is currently no state agency that tracks the status of studies and projects after they are ordered and funded; and

 

     WHEREAS, the Legislature has to rely on information from published reports submitted to the Clerks of the Senate and the House of Representatives; and

 

     WHEREAS, such reports do not clearly indicate categories for moneys spent or benchmarks reached in relation to those expended funds; and

 

     WHEREAS, required reports are not always submitted to the Legislature by the entities tasked with drafting and submitting such reports; and

 

     WHEREAS, the lack of reporting may result in funds being unaccounted for, or funds spent without proper authorization; or lost in the process because of reports that are never delivered; and

 

     WHEREAS, the purpose of government should be better quality of services, delivered with efficiency; and

 

     WHEREAS, the Legislature has a fiscal responsibility to its citizens; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that the Executive Branch agencies are urged to submit a cumulative status report on all studies and special projects funded by the legislature in the preceding five fiscal years; and

 

     BE IT FURTHER RESOLVED that the cumulative status report contain the name of project, the study or pilot project, the expending agency, the amount of total appropriations made the amounts already expended and the progress made or lack thereof; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the President of the Senate, and the Speaker of the House of Representatives.
