SENATE CONCURRENT

RESOLUTION

 

 

urging the department of education, university of hawaii community colleges, and hawaii p-20 partnerships for education to develop clear pathways for students in department of education career and technical education academies to seamlessly continue their education in career and technical education programs at university of hawaii community colleges.

 

 


     WHEREAS, career and technical education programs play an important role in Hawaii's economy by providing critical training to the State's future labor force; and

 

     WHEREAS, students participating in career and technical education programs learn vital skills they need to attain high‑skill, high-wage careers in high-demand occupational fields; and

 

     WHEREAS, the Department of Education offers its students up to thirteen broad continuing and technical education pathways, including culture, arts, media, and entertainment; business management, finance, and marketing; health services; information technology and digital transformation; building and construction; advanced manufacturing; energy; architectural design and engineering technology; transportation services; agriculture, food, and natural resources; education; hospitality, tourism, and recreation; and law and public safety; and

 

     WHEREAS, the University of Hawaii also offers a wide array of continuing and technical education pathways for community college students; and

 

     WHEREAS, although both the Department of Education and University of Hawaii offer valuable programs, there is a lack of clear coordination between the two educational systems; and

 

     WHEREAS, ideally, a Department of Education student participating in a career and technical education academy should be able to seamlessly transition into:

 

     (1)  A University of Hawaii community college career and technical education program following graduation from high school; and

 

     (2)  A career following completion of the community college program; and

 

     WHEREAS, the Department of Education and University of Hawaii System should coordinate more closely to allow for these seamless transitions; and

 

     WHEREAS, Hawaii P-20, whose mission is to strengthen the education pipeline from early childhood through postsecondary education and training, is well-positioned to help backwards-map pathways from available careers through the various levels of education and can help students determine when available jobs may become available along the pathways; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the House of Representatives concurring, that the Department of Education, University of Hawaii Community Colleges, and Hawaii P-20 are urged to develop clear pathways for students in Department of Education Career and Technical Education Academies to seamlessly continue their education in career and technical education programs at University of Hawaii Community Colleges; and

 

     BE IT FURTHER RESOLVED that Hawaii P-20 is urged to assist with the backwards-mapping of pathways from available jobs through various levels of education and to help students determine points at which they become qualified for available jobs; and

 

     BE IT FURTHER RESOLVED that the Department of Education and University of Hawaii are both urged to publish the pathways on their respective websites; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Superintendent of Education, Vice President for Community Colleges of the University of Hawaii, and Executive Director of Hawaii P-20.
