SENATE CONCURRENT

RESOLUTION

 

 

URGING THE STATE SUSTAINABILITY COORDINATOR TO WORK WITH THE STATE AND COUNTY FILM OFFICES TO DEVELOP PROTOCOLS TO ENSURE THAT FILM AND TELEVISION PRODUCTIONS IN HAWAII ARE UTILIZING SUSTAINABLE PRACTICES.

 

 


     WHEREAS, the production of films and television programs continues to be a lucrative industry in Hawaii; and

 

     WHEREAS, in the 2019 calendar year, the film and television industry in Hawaii:

 

     (1)  Spent an estimated $405 million in production expenditures;

 

     (2)  Significantly impacted local employment, by creating a total of 3,303 jobs; and

 

     (3)  Generated an estimated:

 

          (A)  $707 million in economic impact; and

 

          (B)  $43.7 million in tax revenues; and

 

     WHEREAS, single use plastics are often used for food, beverages, and other essentials in accommodating large groups of performers and crew members working on film and television productions; and

 

     WHEREAS, there is a growing number of advocates from the global entertainment industry calling for a reduction and eventual ban on single-use plastics on the sets and offices of film and television productions; and

 

     WHEREAS, plastic is one of Earth's most persistent pollutants and has a substantial global effect on climate change; and

 

     WHEREAS, according to a 2014 report by PGA Green, a nonprofit formed by the Producers Guild of America, the average cost to provide water on the set of a film or television production for sixty days could fall from $11,175 to about $5,489 if reusable supplies, such as water coolers and reusable bottles, were used instead of single-use plastic water bottles; and

 

     WHEREAS, encouraging the film and television industry in Hawaii to shift to alternatives to single-use plastics is consistent with the goals of the State's 2050 Sustainability Plan; and

 

     WHEREAS, it is the responsibility of state and county film offices to issue permits and provide information to filmmakers and television producers working on film and television productions in Hawaii; and

 

     WHEREAS, providing information related to using single-use plastic alternatives and other sustainable practices to filmmakers and producers during the permitting process will promote sustainability across the growing film and television industry in Hawaii; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the House of Representatives concurring, that the State Sustainability Coordinator is urged to work with state and county film offices to develop protocols to ensure that film and television productions in Hawaii are utilizing sustainable practices; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the State Sustainability Coordinator, Hawaii State Film Commissioner, and film commissioners at the Honolulu Film Office, Maui County Film Office, Hawaii Island Film Office, and Kauai Film Commission.
