SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF AGRICULTURE AND THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM TO DEVELOP A PROPOSED PLAN TO BUILD A STATE HEMP PROCESSING PLANT.

 

 


     WHEREAS, Hawaii's agricultural industry historically produced profitable products, including pineapple and sugarcane, and strengthened the State's economy and shaped its future; and

 

     WHEREAS, commercial hemp has the potential to lead to the revitalization of the State's agricultural industry; and

 

     WHEREAS, the commercial hemp industry should be open to all farmers, large or small, that want to invest in hemp agriculture; and

 

     WHEREAS, hemp requires processing before it is marketed; and

 

     WHEREAS, hemp should be processed in the State in a manner that is independent from outside entities and industries; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the House of Representatives concurring, that the Department of Agriculture and the Department of Business, Economic Development, and Tourism are requested to develop a proposed plan to build a state hemp processing plant; and

 

     BE IT FURTHER RESOLVED that the Chairperson of the Board of Agriculture and Director of Business, Economic Development, and Tourism are requested to submit a joint report of the proposed plan, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Agriculture and Director of Business, Economic Development, and Tourism.
