SENATE CONCURRENT
RESOLUTION
requesting a management audit of the department of education.
WHEREAS, the Department of Education, comprising the Board of Education, Office of the Superintendent of Education, public school system, and public library system, is one of the largest and most complex of the state departments; and
WHEREAS, the public school system includes the Office of School Facilities and Support Services; Office of Curriculum, Instruction and Student Support; Office of Fiscal Services; Office of Human Resources; Office of Information Technology Services; and administrative district offices for seven school complexes composed of Honolulu, Central Oahu, Leeward Oahu, Windward Oahu, Hawaii, Maui, and Kauai; and
WHEREAS, the Department of Education is also involved with the Advisory Council for Hawaii State Adult and Community Education, library advisory commissions, the Teacher Education Coordinating Committee, the Educational Officer Classification/Compensation Appeals Board, and the Hawaii Teacher Standards Board; and
WHEREAS, issues have arisen as to whether the Department of Education's comprehensive management system has fully implemented fundamental management controls to ensure efficiency in leadership, responsibility, and accountability; and
WHEREAS, the Auditor has not conducted comprehensive management audit of the Department of Education's management system since 1973 ("Management Audit of the Department of Education", February 1973, Audit Report No. 73‑1); and
WHEREAS, the Department of Education could benefit from having more consistent and systematic oversight of middle-management in the performance of the Department's tasks; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Auditor is requested to conduct a management audit of mid-level management of the Department of Education; and
BE IT FURTHER RESOLVED that the management audit include findings and recommendations that include but are not limited to the following:
(1) Best practices to improve educational systems management throughout the Department of Education's divisions;
(2) Recommendations that would improve daily departmental operations;
(3) Internal and external controls regarding compliance with federal and state laws; and
(4) Ways to improve the Department's management and administrative operations; and
BE IT FURTHER RESOLVED that the Auditor is requested to report findings and recommendations, including proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2011; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, Superintendent of Education, and Chairperson of the Board of Education.
