A BILL FOR AN ACT

 

 

RELATING TO WELLNESS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that seventy per cent of chronic conditions are related to personal behaviors and unhealthy lifestyle choices.  It is important to develop initiatives that positively influence healthy behavior related to physical activity and increased fruit and vegetable consumption.

     The legislature also finds that Hawaii must comply with federal health reform legislation requirements by 2014, including mandating physician reimbursements for outcomes rather than transactions.  Therefore the legislature is interested in authorizing and evaluating health and wellness alternatives that:

     (1)  Reduce the incidence of chronic disease;

     (2)  Support families in adopting and maintaining healthier lifestyles; and

     (3)  Reduce the costs of health care expenditures associated with emergency care and other hospital-based treatments for avoidable chronic diseases.

     The purpose of this Act is to establish a healthy families initiative pilot program. 

     SECTION 2.  The department of health shall establish a healthy families initiative pilot program, which shall be a comprehensive program that deploys multiple interventions and includes the following components:

     (1)  Data collection from the population to be served that highlights the population's needs, desires, and motivations with respect to healthy lifestyle choices;

     (2)  Measurable outcomes that include reduction in health care costs and clinical elements; and

     (3)  A system of accountability for the State's delivery of measurable outcomes.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2011-2012 and the same sum or so much thereof as may be necessary for fiscal year 2012-2013 for the creation of a healthy families initiative pilot program; provided that no less than       per cent of the sums appropriated shall be expended for preventative services.

     The sums appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2011.
