A BILL FOR AN ACT

 

 

MAKING AN APPROPRIATION FOR the KAUHALE oiwi o puukapu complex.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The Kanu o ka Aina Learning Ohana (KALO), a native Hawaiian non-profit in Waimea, Hawaii, has obtained a $13,000,000 grant from the United States Department of Agriculture and has raised an additional $3,000,000 in private capital.  Kanu o ka Aina Learning Ohana is a group of high-quality learning programs serving and perpetuating sustainable Hawaiian communities through education with aloha.  Kanu o ka Aina Learning Ohana also operates the Kanu o ka Aina new century public charter school and the Kauhale Oiwi o Puukapu complex, which is part of the Kanu o ka Aina new century public charter school, a community resource center that brings together children and adults in a culturally safe environment.  The Kauhale Oiwi o Puukapu complex hosts a wide range of weekly community education activities that promote economic development and community viability and serves the target population of South Kohala, specifically low to moderate income populations that have limited access to community facilities and programs.  The complex works synergistically with the county of Hawaii's consolidated plan as a public recreational neighborhood facility.  Waimea's strategic location between Hilo and Kona allows the complex to bridge geographic barriers on the island.

     The first building of the Kauhale Oiwi o Puukapu complex, Halau Hoolako, was dedicated in January 2009 and models an environmentally conscious green-building approach, meeting leadership in energy and environmental design standards.  Halau Hoolako provides optimal learning conditions and access to state-of-the-art technology.  The landscape of Halau Hoolako is designed, propagated, and maintained by K-12 students of Kanu o ka Aina new century public charter school.

     The second phase of the Kauhale Oiwi o Puukapu complex involves the design and construction of Halau Pokii, Hawaii's first early childhood complex providing seamless, culturally-driven education to young children ranging from infants to grade five.

     The purpose of this Act is to make an appropriation to the Kanu o ka Aina new century public charter school program for facility expenses of the Kauhale Oiwi o Puukapu complex.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $681,772 or so much thereof as may be necessary for fiscal year 2013-2014 for facility expenses of the Kanu o ka Aina new century public charter school's Kauhale Oiwi o Puukapu complex.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2013.
