A BILL FOR AN ACT

 

 

relating to health.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the State faces a severe shortage of health care providers.  This situation is particularly acute in primary care, where most of the prevention, early intervention, and health care cost savings occur.

     The legislature further finds that the State has two training programs that are effective ways to reduce the impact of the shortage of primary care providers and improve access to health care throughout the State.  One program is the Hawaii health systems corporation primary care training program that is administered by Hilo medical center.  The second program is the family medicine residency program on Oahu that is administered by the University of Hawaii.  The legislature finds that both programs would benefit from a collaboration that would allow residents from each program to intern with the other program to gain valuable experience.

     The purpose of this Act is to establish the global primary care training program that combines the Hilo medical center primary care training program and the University of Hawaii family medicine residency program.

     SECTION 2.  Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to part IV, subpart L, to be appropriately designated and to read as follows:

     "§304A-    Global primary care training program.  (a)  There is established the global primary care training program to facilitate the collaboration of the Hilo medical center primary care training program and the University of Hawaii family medicine residency program.  The joining of the two programs shall be administered by the boards of directors of each program and shall authorize first year residents from the Hilo medical center's program to intern on Oahu with the University of Hawaii's family medicine residency program while authorizing second and third year residents from the University of Hawaii's program to intern with the primary care training program at Hilo medical center.

     (b)  The boards of directors of the two programs shall collaborate and adopt rules and procedures to facilitate the global primary care training program.  The boards of directors of the two programs shall determine a reasonable date for the program to commence.  The boards of directors shall strive to implement the program without allowing graduation rates to decrease."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
