A BILL FOR AN ACT
RELATING TO FOSTER CARE SERVICES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the department of human services has not raised the monthly board rate for foster care services since 1990. The legislature further finds that the current monthly board rate in Hawaii of $529 for all children regardless of age is insufficient, due to increased costs for food, housing, utilities, clothing, and other necessities.
The purpose of this Act is to increase the monthly board rate for foster care services for children.
SECTION 2. The department of human services shall increase the rate of the monthly board payment made by the department directly to foster boarding home parents, group homes, and child caring institutions under section 17-1617-3 and 17-1617-4, Hawaii Administrative Rules, to $ .
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 for the purposes of this Act.
The sums appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 4. The department of human services shall submit an initial report to the legislature on the status and costs of implementing this Act, no later than twenty days prior to the convening of the 2014 regular session.
The department shall submit a final report to the legislature on the status of the implementation of this Act, annual cost of implementation, anticipated future costs, and number of foster children affected no later than twenty days prior to the convening of the 2015 regular session.
SECTION 5. This Act shall take effect on July 1, 2050.
