A BILL FOR AN ACT

making an appropriation to the department of the transportation to replace jersey barriers fronting the department of transportation harbors division building on south nimitz highway.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that after the attacks of September 11, 2001, jersey barriers were placed on the Nimitz highway side of the department of transportation harbors division offices as a security precaution. The barriers were later painted green, which improved their appearance, but they remain unsightly.

The legislature further finds that the department of transportation harbors division has identified aesthetic alternatives to the existing precast jersey barriers fronting the harbors division offices that meet Federal Highway Administration requirements for longitudinal barrier installations on the National Highway System as well as compliance with crash test criteria embodied in the National Cooperative Highway Research Program 350.

The purpose of this Act is to appropriate moneys to the department of transportation to replace the jersey barriers fronting the harbors division building on south Nimitz highway.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $192,000 or so much thereof as may be necessary for fiscal year 2019-2020 to replace jersey barriers fronting the department of transportation harbors division building on south Nimitz highway.

The sum appropriated shall be expended by the department of transportation for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2019.
