A BILL FOR AN ACT
RELATING TO THE DEPARTMENT OF EDUCATION.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to part V to be appropriately designated and to read as follows:
"§302A‑ Program audit. (a) The auditor shall
conduct a program audit of the policies and procedures put in place by the board
of education and department of education to support schools in meeting the goals
and statewide student success indicators outlined in the 2017-2020 strategic plan
of the board and department, as approved by the board on December 6, 2016.
(b) The audit shall focus on schools that are not meeting
the goals and indicators and examine whether the department is:
(1) Consistently following
its stated policies and procedures; and
(2) Providing assistance
to schools that are not meeting the goals and indicators, in order to increase those
schools' chances of success.
(c) The auditor shall submit a report of its findings, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session following completion of the audit."
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2021-2022 and the same sum or so much thereof as may be necessary for fiscal year 2022-2023 for the office of the auditor to conduct the program audit required by section 1 of this Act.
The sums appropriated shall be expended by the office of the auditor for the purposes of this Act.
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect on July 1, 2050.
