A BILL FOR AN ACT

 

 

RELATING TO THE UNIVERSITY OF HAWAII COMMUNITY COLLEGES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the University of Hawaii community colleges are a key component to the State.  The University of Hawaii provide essential postsecondary education and workforce development programs to prepare residents for future careers.  A University of Hawaii community college campus is located in all counties across the State, making education accessible to Hawaii residents.  As the community college system plays a vital role in supporting Hawaii residents in education and career development, providing the community colleges with a voice at the administrative level within the University of Hawaii system is a matter of statewide concern.

     Accordingly, the purpose of this Act is to:

     (1)  Require the board of regents of the University of Hawaii to establish a standing committee on community colleges;

     (2)  Require the vice president of community colleges to report directly to the standing committee; and

     (3)  Provide appropriations and authorize the establishment of positions under program ID University of Hawaii, community colleges (UOH 800).

     SECTION 2.  Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to part IV, subpart A, subdivision 1, to be appropriately designated and to read as follows:

     "§304A-     Community colleges; board of regents standing committee.  (a)  The board of regents shall establish a standing committee on community colleges to examine issues regarding community colleges within the University of Hawaii.

     (b)  The vice president of community colleges shall report directly to the board of regents standing committee on community colleges."

SECTION 3.  Provided that out of the general revenues of the State of Hawaii that are appropriated for program ID University of Hawaii, community colleges (UOH 800), there is appropriated the sum of $303,000 or so much thereof as may be necessary for fiscal year 2022-2023 for the operating expenses of the culinary institute of the Pacific, including the hiring of three permanent full-time equivalent (3.0 FTE) groundskeeper I positions, one permanent full-time equivalent (1.0 FTE) custodian I position, one permanent full-time equivalent (1.0 FTE) special equipment maintenance worker position, and two permanent full-time equivalent (2.0 FTE) security officer positions; provided that the University of Hawaii shall raise new moneys for the remainder of the other current expenses in the amount of $376,677.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 4.  Provided that out of the general revenues of the State of Hawaii that are appropriated for program ID University of Hawaii, community colleges (UOH 800), there is appropriated the sum of $2,650,000 or so much thereof as may be necessary for fiscal year 2022-2023 for the early college program, including the hiring of ten permanent full-time equivalent (10.0 FTE) campus coordinator APT positions and ten permanent full-time equivalent (10.0 FTE) early college counselor (faculty) positions; provided that the early college program shall target at-promise youth with a focus on career and technical education and workforce development.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 5.  Provided that out of the general revenues of the State of Hawaii that are appropriated for program ID University of Hawaii, community colleges (UOH 800), there is appropriated the sum of $1,400,000 or so much thereof as may be necessary for fiscal year 2022-2023 for the Hawaii promise program; provided that Hawaii promise program scholarships shall cover not more than ninety per cent of unmet needs.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 6.  Provided that out of the general revenues of the State of Hawaii that are appropriated for program ID University of Hawaii, community colleges (UOH 800), there is appropriated the sum of $385,000 or so much thereof as may be necessary for fiscal year 2022-2023 for the Hawaii nutrition employment and training program, including the hiring of five permanent full-time equivalent (5.0 FTE) island coordinator APT positions.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 7.  Provided that out of the general revenues of the State of Hawaii that are appropriated for program ID University of Hawaii, community colleges (UOH 800), there is appropriated the sum of $146,000 or so much thereof as may be necessary for fiscal year 2022-2023 for the Maui food innovation center, including the hiring of one permanent full-time equivalent (1.0 FTE) 11-month instructor (faculty) for food product research and development position, one permanent full-time equivalent (1.0 FTE) 11-month instructor (faculty) for food manufacturing position, and one permanent full-time equivalent (1.0 FTE) facility coordinator APT position.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 8.  Provided that out of the general revenues of the State of Hawaii that are appropriated for program ID University of Hawaii, community colleges (UOH 800), there is appropriated the sum of $1,540,000 or so much thereof as may be necessary for fiscal year 2022-2023 for workforce development programs, including the hiring of one permanent full-time equivalent (1.0 FTE) program manager APT position, one permanent full-time equivalent (1.0 FTE) educational specialist for student information and registration systems APT position, four permanent full-time equivalent (4.0 FTE) educational specialist for sector outreach APT positions, one permanent full-time equivalent (1.0 FTE) information technology specialist for registration system management and web applications APT position, and one permanent full-time equivalent (1.0 FTE) educational specialist for prior learning assessment APT position; provided that the workforce development programs funded by this section shall focus on non-credit workforce training.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 9.  Provided that out of the general revenues of the State of Hawaii that are appropriated for program ID University of Hawaii, community colleges (UOH 800), there is appropriated the sum of $1,274,100 or so much thereof as may be necessary for fiscal year 2022-2023 for campus security officers, including the hiring of thirty-one permanent full-time equivalent (31.0 FTE) security officer I positions.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 10.  Provided that out of the general revenues of the State of Hawaii that are appropriated for program ID University of Hawaii, community colleges (UOH 800), there is appropriated the sum of $1,622,676 or so much thereof as may be necessary for fiscal year 2022-2023 for the Wahiawa value-added product development center, including the hiring of one permanent full-time equivalent (1.0 FTE) food scientist faculty position, one permanent full-time (1.0 FTE) administrative and fiscal support specialist APT position, two permanent full-time equivalent (2.0 FTE) security officer positions, two permanent full-time equivalent (2.0 FTE) building and grounds custodian positions, one permanent full-time equivalent (1.0 FTE) microbiologist faculty position, one permanent full-time equivalent (1.0 FTE) high pressure processing manager APT position, and one permanent full-time equivalent (1.0 FTE) chemist faculty position; provided that the Wahiawa value‑added product development center shall prioritize services for products made in or sourced from Hawaii.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 11.  Provided that out of the general revenues of the State of Hawaii that are appropriated for program ID University of Hawaii, community colleges (UOH 800), there is appropriated the sum of $4,600,000 or so much thereof as may be necessary for fiscal year 2022-2023 to restore personal services to levels of the fiscal year immediately before the fiscal year that the coronavirus disease 2019 pandemic began.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 12.  Provided that out of the general revenues of the State of Hawaii that are appropriated for program ID University of Hawaii, community colleges (UOH 800), there is appropriated the sum of $842,572 or so much thereof as may be necessary for fiscal year 2022-2023 for clinical instructors for the nursing program.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 13.  Provided that out of the general revenues of the State of Hawaii that are appropriated for program ID University of Hawaii, community colleges (UOH 800), there is appropriated the sum of $645,134 or so much thereof as may be necessary for fiscal year 2022-2023 for the learn and earn program, including the hiring of four permanent full-time equivalent (4.0 FTE) coordinator APT positions and three-tenths of one full-time equivalent (0.3 FTE) curriculum development faculty position; provided that the learn and earn program shall be implemented with the hub and spoke model and shall focus on healthcare and agriculture pathways.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 14.  New statutory material is underscored.

     SECTION 15.  This Act shall take effect upon its approval.
