A BILL FOR AN ACT

 

 

relating to the state building code council.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Act 82, Session Laws of Hawaii 2007, established the state building code council, codified in part II of chapter 107, Hawaii Revised Statutes, to adopt a uniform set of statewide building codes applicable to one and two family dwellings; all other residential uses, commercial, and industrial buildings; and state buildings to make it possible for building owners, designers, contractors, and code enforcers within the State to apply consistent standards.

     The legislature further finds that the state building code council is comprised of four government officials, two private design professionals, and one seat shared by either a representative from the general contractor association or the building industry association of Hawaii.  Since its formation, the state building code council has struggled with limited funding and staffing support.

     The legislature further finds that with funding and permanent staff, the state building code council can better update and adopt commercial and residential codes, and meet the intent of Act 82, Session Laws of Hawaii 2007, which was to adopt a uniform set of statewide building codes.

     The purpose of this Act is to appropriate funds for the state building code council.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $400,000 or so much thereof as may be necessary for fiscal year 2020-2021 to add one full-time equivalent (1.0 FTE) program director position and one full-time equivalent (1.0 FTE) staff member position, and for employment training, materials and supplies, and other costs associated with the state building code council and with establishing an office.

     The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2020.
