A BILL FOR AN ACT

 

 

RELATING TO PETROLEUM.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The recent announcement regarding the sale of the Tesoro oil refinery has caused a great deal of concern regarding the ability to meet the oil needs of the State.  Because the proposed sale of the Tesoro oil refinery has attracted no bidders to date, the State is left with only one major oil refinery.  It is imperative that the legislature understand the oil refining capacity of the current oil refining operations in the State.

     SECTION 2.  The energy resources coordinator shall conduct a study to assess the impact of the potential closing of a major oil refinery in the State on the oil refining needs of the State.  Specifically, the energy resources coordinator shall determine whether the current oil refining facilities have sufficient production capacity to meet the current and future oil refining needs of the State.

     SECTION 3.  The energy resources coordinator shall submit a report of findings, recommendations, and any proposed legislation to the legislature no later than September 1, 2012.

     SECTION 4.  This Act shall take effect upon its approval.
