A BILL FOR AN ACT
RELATING TO HOUSING.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The Hawaii housing finance and development corporation shall conduct a study on each county's housing finance and development ordinances.
(b) The study shall address the following:
(1) The effect of county ordinances on the Hawaii housing finance and development corporation operations under chapter 201H, Hawaii Revised Statutes;
(2) Amendments to chapter 201H, Hawaii Revised Statutes, that would allow for increased development of housing where at least sixty per cent of the units are priced as affordable; and
(3) Other topics as necessary to accomplish the purposes of this section.
(c) The Hawaii housing finance and development corporation
shall submit a report of its findings and recommendations, including any
proposed legislation, to the legislature no later than twenty days prior to the
convening of the regular session of 2024.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $250,000 or so much thereof as may be necessary for fiscal year 2022-2023 for the Hawaii housing finance and development corporation to conduct a study on each county's ordinances relating to housing finance and development.
The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2022.
