A BILL FOR AN ACT
relating to education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that education professionals should be evaluated in the same way that they evaluate their students to better ensure success and growth. The purpose of this Act is to require annual evaluations of state and complex area administrators, educational officers, and teachers against competencies to be determined by the board of education.
SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to part IV to be appropriately designated and to read as follows:
"§302A‑ Annual evaluations; state and complex area administrators, educational officers, teachers. All state and complex area administrators, educational officers, as defined in section 302A‑101, and teachers, as defined in section 302A‑101, shall be evaluated annually against specific competencies to be determined by the board of education. The competencies shall be determined by the board of education to be essential to highly effective teaching and learning or leadership and administration of teachers engaged in teaching and learning, as appropriate."
SECTION 3. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun before its effective date.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect upon its approval.
