A BILL FOR AN ACT

 

 

relating to water quality management.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  There is established the water quality task force to address the water crisis caused by the Red Hill fuel leak.  The water quality task force shall be composed of the following members:

     (1)  One member from the commission on water resource management, who shall serve as co-chair;

     (2)  One member from the Honolulu board of water supply, who shall serve as co-chair;

     (3)  One member from the department of health;

     (4)  One member from the department of business, economic development, and tourism;

     (5)  One member from the University of Hawaii;

     (6)  One member from the senate;

     (7)  One member from the house of representatives;

     (8)  One member from the city and county of Honolulu;

     (9)  One member from the Environmental Protection Agency;

    (10)  One member from the United States Geological Survey; and

    (11)  Two members of the public.

     SECTION 2.  The water quality task force shall conduct a comprehensive study to examine the consequences of the water crisis caused by the Red Hill fuel leak, including:

     (1)  Environmental impacts on water quality;

     (2)  Infrastructure to support water quality management;

     (3)  Water quality impacts on public health; and

     (4)  Economic impacts from water quality.

     The study shall include a recommendation plan, including a plan to handle water rationing on Oahu.

     SECTION 3.  This task force is deemed necessary to qualify for federal aid financing or reimbursement.

     SECTION 4.  The water quality task force shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2024.

     SECTION 5.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2022-2023 for a multi-year study, to be completed in 2023, to investigate the consequences of the Red Hill water crisis and the subsequent impacts to the environment, infrastructure, public health, and the economy.

     The sum appropriated shall be expended by the commission on water resource management for the purposes of this Act.

     SECTION 6.  This Act shall take effect on July 1, 2022.
