A BILL FOR AN ACT
relating to the hawaii state hospital.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that sixty-three per cent of the patients admitted to the Hawaii state hospital have a history of methamphetamine use. The rates of successful reintegration into the community for this group are lower and rates of readmission to the Hawaii state hospital are much higher than patients with no history of methamphetamine use. The majority of these individuals need intensive secure residential co-occurring treatment as a step down from hospital level of care at the Hawaii state hospital to enable successful recovery and reintegration into the community. Currently, this type of intensive treatment program and facility does not exist in the State. If this type of facility and treatment program is not developed locally, the State will continue to have individuals in the community with unaddressed mental health and substance use problems that lead to the cycle of multiple hospitalizations. The complicated needs of these individuals will continue to be unmet and successful recovery and productive community tenure will remain elusive.
The purpose of this Act is to appropriate funds to renovate and repurpose the Guensberg building at the Hawaii state hospital to house a secure residential co-occurring treatment program.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 for the renovation and repurposing of the Guensberg building at the Hawaii state hospital for a secure residential co-occurring treatment program.
The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2020.
