A BILL FOR AN ACT

 

 

RELATING TO EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that in a survey conducted by the Hawaii state teachers association, forty-seven per cent of respondents cited annual personal expenditures of between $250 and $500 each year on classroom supplies, with many claiming expenditures in excess of $1,000.

     The purpose of this Act is to establish a declining balance debit card system for teachers to purchase curriculum and classroom supplies.

     SECTION 2.  Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§302A-    Teacher purchases of classroom and curriculum supplies; declining balance debit cards.  (a)  The department shall establish a declining balance debit card system for purchases by teachers at each public school.  Purchases on the declining balance debit card shall be limited to classroom and curriculum supplies.

     (b)  The department shall authorize declining balance debit card purchases to be made at any vendor or business that sells classroom or curriculum supplies; provided that the declining balance debit card purchases shall be in conformance with chapter 103D.

     (c)  The department may contract the services of another entity to provide declining balance debit cards or any related services as may be required by this section."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2016-2017 for the costs of implementation of a declining balance debit card system at each public school pursuant to section 2 of this Act.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  This Act shall take effect upon its approval; provided that section 3 shall take effect on July 1, 2016.
