A BILL FOR AN ACT
RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The Hawaii public housing authority shall establish a program to offer dwelling insurance policies, beginning January 1, , to landlords that rent their property to tenants who use the section 8 housing choice voucher program. The Hawaii public housing authority, with the cooperation of the department of commerce and consumer affairs, shall establish the framework for establishing the insurance program pursuant to this Act.
(b) The Hawaii public housing authority shall submit a report of its findings and recommendations, including any proposed legislation to establish the insurance program required under subsection (a), to the legislature no later than twenty days prior to the convening of the regular session of 2019.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2018-2019 to establish a program that offers dwelling insurance policies to landlords renting their property to tenants who use the section 8 housing choice voucher program, including positions necessary to administer the program.
The sum appropriated shall be expended by the Hawaii public housing authority for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2050.
