A BILL FOR AN ACT
relating to medical residency programs.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that stemming the critical and growing shortage of qualified physicians in Hawaii is a matter of statewide public concern. The lack of residency training opportunities for local medical graduates contributes significantly to this shortage.
Residency is a supervised, hands-on training program that must be completed prior to licensure, board certification, and independent practice. This course of training lasts at least three years and exposes new doctors to varied care settings, diverse patients, and new research methods.
The legislature further finds that, according to a recent study at the university of Hawaii's John A. Burns school of medicine, while medical school class sizes are increasing, available residency positions in Hawaii are shrinking. In fact, the State ranks in the bottom fifth for available residency positions per graduate.
The legislature finds that federal funds support only a small portion of the costs associated with post-graduate medical training. The amount falls far short of what is needed to support and expand the State's critically important residency programs. Federal funding has also failed to keep pace with the growing costs of medical training, placing significant financial burdens on teaching hospitals and forcing them to limit their residency opportunities.
The purpose of this Act is to provide additional long-term funding to Hawaii teaching hospitals to support and expand their residency training programs.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 to support the expansion of physician residency training programs in Hawaii's teaching hospitals; provided that no funds shall be released unless matched dollar-for-dollar by private funding sources.
The sum appropriated shall be expended by the medical education council in cooperation with the department of health for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2020.
