A BILL FOR AN ACT

 

 

RELATING TO CREATIVE MEDIA.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established a creative media task force that is to be attached to the auditor for administrative purposes only.  The task force shall develop legislative initiatives that encourage and enable the development of projects and businesses in the motion picture, television, recording, digital media, and related industries through:

     (1)  Evaluating the tax credit for high technology business investments under section 235-110.9, Hawaii Revised Statutes; and

     (2)  Developing legislation to improve the credit or establish alternatives to the credit.

     (b)  The task force shall include the following members:

     (1)  The director of taxation or the director's designee; and

     (2)  Six members to represent stakeholders of the tax credit for high technology business investments under section 235-110.9, Hawaii Revised Statutes, with three members to be appointed by the governor from a list submitted by the president of the senate, and three members to be appointed by the governor from a list submitted by the speaker of the house of representatives.

The director of business, economic development, and tourism or the director's designee may serve as an ex-officio member.

     (c)  The members of the task force shall serve without compensation but shall be reimbursed for reasonable expenses, including travel expenses, incurred in the performance of their duties.

     (d)  The task force shall submit a report to the legislature of its findings, recommendations, and proposed legislation no later than twenty days prior to the convening of the regular session of 2011.  The task force shall be dissolved upon adjournment of the regular session of 2011, sine die.

     SECTION 2.  This Act shall take effect upon its approval.
