A BILL FOR AN ACT
relating to science.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the national laboratories have served as leading institutions for scientific research in the United States for more than seventy years. The seventeen national laboratories maintained by the United States Department of Energy are carrying out large-scale, complex studies on leading issues like climate change, with a multidisciplinary approach that emphasizes the translation of basic science to innovative real-world solutions. These laboratories have unique access to resources, including instruments and facilities, that are available nowhere else in the world.
Accordingly, the purpose of this Act is to direct the governor to enter into negotiations with the United States Department of Energy to establish a national laboratory in Hawaii.
SECTION 2. (a) The governor shall enter into negotiations with the United States Department of Energy to establish a national laboratory in Hawaii.
(b) No later than twenty days prior to the convening of the regular sessions of 2021, 2022, 2023, 2024, and 2025, the governor shall submit a report to the legislature on the status of the negotiations to establish a national laboratory in Hawaii and the terms of any proposed agreement.
(c) Any agreement to establish a national laboratory in Hawaii entered into pursuant to this Act shall be subject to legislative approval.
SECTION 3. This Act shall take effect upon its approval.
