A BILL FOR AN ACT
RELATING TO HIKING TRAILS.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that Act 236, Session Laws of Hawaii 1988, established the Hawaii statewide trail and access system known as Na Ala Hele in response to public concern about the loss of public access to recreational areas. The Na Ala Hele system consists of all public trails and access-ways in the State. The department of land and natural resources is responsible for planning, developing, and acquiring land for public use. Over time, Na Ala Hele has become increasingly engaged in trail management and regulatory issues due to public and commercial recreation and emerging legal issues.
The legislature further finds that Na Ala Hele's primary management activity is to construct, restore, and maintain trails and access roads by staff and partnerships with community volunteers. In the spirit of Na Ala Hele's mission, it is vital to maintain pristine coastlines and make them available to the public. Two such areas on Oahu are from Malaekahana state park, along the coast, to Turtle Bay Resort passing makai of the James Campbell National Wildlife Refuge and continuing from Kawela Bay along the coast of Waialee to Sunset beach.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $250,000 or so much thereof as may be necessary for fiscal year 2019-2020 for the department of land and natural resources to devise an appropriate plan to create a hiking trail from Malaekahana state park, along the coast, to Turtle Bay Resort passing makai of the James Campbell National Wildlife Refuge and continuing from Kawela Bay along the coast of Waialee to Sunset beach.
The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 3. This Act shall take effect on December 31, 2050.
