A BILL FOR AN ACT

 

 

RELATING TO IRRIGATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  A reliable irrigation system is the lifeblood of Hawaii’s agricultural industry.  To ensure that Hawaii’s crops receive a steady and dependable supply of water, sufficient funding is needed to maintain and improve Hawaii’s irrigation system.

     The purpose of this Act is to provide additional funding needed for improvements to irrigation systems throughout the State.

     SECTION 2.  (a)  The director of finance is authorized to issue general obligation bonds in the sum of $9,960,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2011-2012 for the purpose of making capital improvements to irrigation systems as follows: 

     (1)  $500,000 for the Waiahole irrigation system;

     (2)  $1,850,000 for the Waimanalo irrigation system;

     (3)  $2,000,000 for the Molokai irrigation system;

     (4)  $1,500,000 for the upcountry Maui watershed;

     (5)  $3,200,000 for the lower Hamakua ditch;

     (6)  $500,000 for the Kau irrigation system;

     (7)  $300,000 for the Kekaha ditch; and

     (8)  $110,000 for the Kahuku agricultural park irrigation system.

     (b)  The projects specified in paragraphs (4) and (5) of subsection (a) are deemed necessary to qualify for federal aid financing and reimbursement in the following amounts:

     (1)  $1,500,000 for the upcountry Maui watershed; and

     (2)  $3,200,000 for the lower Hamakua Ditch.

     SECTION 3.  (a)  The director of finance is authorized to issue general obligation bonds in the sum of $9,900,000 or so much thereof as may be necessary and the same sum or so much thereof is necessary is appropriated for fiscal year 2012-2013 for the purpose of making capital improvements to irrigation systems as follows:

     (1)  $2,500,000 for the Waiahole irrigation system;

     (2)  $1,000,000 for the Waimanalo irrigation system;

     (3)  $1,500,000 for the upcountry Maui watershed;

     (4)  $1,500,000 for the lower Hamakua ditch;

     (5)  $2,000,000 for the Kau irrigation system; and

     (6)  $1,400,000 for the Kekaha ditch.

     (b)  The projects specified in paragraphs (3) and (4) of subsection (a) are deemed necessary to qualify for federal aid financing and reimbursement in the following amounts:

     (1)  $1,500,000 for the upcountry Maui watershed; and

     (2)  $1,500,000 for the lower Hamakua Ditch.

     SECTION 4.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2015, shall lapse as of that date.

     SECTION 5.  The sums appropriated in this Act shall be expended by the department of agriculture for the purposes of this Act.  

     SECTION 6.  This Act shall take effect on July 1, 2020.
