A BILL FOR AN ACT
RELATING TO MOTOR VEHICLES.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that achieving a one hundred per cent renewable energy future is in the public's interest. However, transitioning away from fossil fuels requires advanced planning, especially considering the lifespan of gasoline-powered cars and the infrastructure in place to support these cars. The legislature also finds that the fossil fuel-powered internal combustion engine contributes to climate change, exacerbates air pollution, and results in moneys leaving the State to purchase imported petroleum.
The legislature recognizes that because of their reduced fuel and maintenance costs, electric vehicles have already become more affordable to own and operate than gasoline-powered cars. Further, as electric vehicle manufacturing increases, electric vehicle purchase prices will decrease. In addition, Merrill Lynch analysts predict that, by 2024, the purchase price of a new electric vehicle will be comparable to that of a gasoline-powered car, with Bloomberg Energy Finance projecting that electric vehicle purchase prices may reach this point as early as 2022.
The legislature notes that on December 12, 2017, mayors from each county of the State gathered on the Hokulea voyaging canoe to sign proclamations pledging to transition all ground transportation in their respective counties away from fossil fuels by 2045. The mayors' actions mirror those of the leaders of France, the United Kingdom, India, and China, who have all set goals for phasing out the sale of gasoline-powered cars.
Accordingly, the purpose of this Act is to eliminate Hawaii's dependence on fossil fuels by prohibiting the sale of new motor vehicles with internal combustion engines by 2030.
SECTION 2. Chapter 286, Hawaii Revised Statutes, is amended by adding a new section to part III to be appropriately designated and to read as follows:
"§286- Sale of motor vehicles with internal combustion engines; prohibited. Beginning December 31, 2029, no person shall sell or offer for sale any motor vehicle that utilizes an internal combustion engine and has fewer than three hundred miles registered on the odometer."
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
