A BILL FOR AN ACT


 

 

relating to renewable energy.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature has long found that the use of Hawaii's natural resources in the production of renewable energy is a much valued and sought after goal.  However, as plentiful as the natural resources are locally, in many cases, the technology is far afield and must be imported into the State.  The Hawaii County Economic Opportunity Council has an agreement with Aggregate Energy, LLC of Idaho for the development of a pilot project on the island of Hawaii to convert biomass and methane gases found in landfills into synthetic liquid transportation fuel and electricity.  The technology held by Aggregate Energy, LLC was developed in Germany and must be imported into the United States.

     In this pilot project, biomass is placed in sealed plastic cubes and is cultured to produce significant volumes of gas containing methane and carbon dioxide.  This combination of gases is then converted into a syngas containing concentrated levels of hydrogen in a chemical reactor using advanced patented technology.  The syngas, in turn, is then converted into liquid synthetic fuel in a modified gas to liquid converter or can be converted into electricity.

The Hawaii Economic Opportunity Council requires seed funding in the amount of $580,000 for the purchase of the pilot plant and the relocation and reassembly of the plant on the island of Hawaii.  With successful field testing, the pilot project can be expanded into a commercial venture for private investors.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2009-2010 for establishment of a pilot biomass conversion plant on the island of Hawaii to convert biomass and methane gases in landfills into liquid transportation fuel and electricity.

     The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2009.
