A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE twenty-fifth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $42,065,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the purpose of capital improvement projects for the twenty-fifth senatorial district, as follows:
1. To be expended by the department of transportation:
A. Mangrove removal at the following locations:
Upper dead-end reach of Kawainui Stream
(Tax Map Key: 42016013);
Hamakua March and Kawainui Stream (Tax Map Key:
42003030);
Portion of Kawainui Stream (Tax Map Key: 42001055);
Fastland and wetland property off Hamakua Drive
(Tax Map Key: 42003029); and
Kawainui Stream above Kaawakea Bridge (Tax Map Key:
42077106).

B. Lighted crosswalk on Pali Highway near the bus stop between Ulumanu Drive and Hanale Place.

2. To be expended by the department of education:

Plan and design a science and technology classroom and research laboratory, library grounds, site improvements, equipment, and appurtenances.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2013.
