A BILL FOR AN ACT

 

 

RELATING TO YOUTH.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established within the judiciary for administrative purposes a task force to determine existing diversion programs statewide that can assist the State's youth, including providing access to and linkage with services.  The judiciary shall work in collaboration with the office of youth services in administrating the task force.

     (b)  The task force shall be co-chaired by the chief justice of the Hawaii supreme court and the executive director of the office of youth services, or their respective designees, and shall consist of the following members or their designees:

     (1)  Executive director of Hawaii Youth Services Network;

     (2)  Executive director of Hawaii Children's Action Network;

     (3)  Executive director of the Sex Abuse Treatment Center; and

     (4)  Executive director of PHOCUSED.

     Members of the task force may recommend additional members with appropriate specialized expertise to the task force, subject to the approval by the co-chairpersons.

     (c)  The task force shall determine existing diversion programs statewide that can assist the State's youth, including providing access to and linkage with services that provide:

     (1)  Domestic violence prevention or reduction;

     (2)  Violence and trauma recovery and support;

     (3)  Human trafficking resources and prevention;

     (4)  Suicide prevention;

     (5)  Resources targeted at teenagers, including teen pregnancy prevention;

     (6)  Tobacco cessation;

     (7)  Alcohol and substance abuse support;

     (8)  Assistance for youth to achieve their educational and vocational goals; and

     (9)  Other relationship-building and life skills.

     (d)  The task force shall also consider the needs of the post-youth population of eighteen to twenty-four year old individuals in order to provide a continuum of care.

     (e)  Members of the task force shall serve without compensation but may be reimbursed for expenses, including travel expenses, necessary for the performance of their duties.

     (f)  The task force shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the regular session of 2020.

     (g)  The task force shall cease to exist on June 30, 2020.

     SECTION 2.  This Act shall take effect on July 1, 2050.
