HOUSE RESOLUTION

recognizing AND Celebrating vietnam era patriots Staff Sergeant Leonard "Lenny" Ho; Lieutenant Colonel Daniel L. O'Leary III; Lieutenant Colonel Johnie E. Webb, Jr.; Lieutenant Colonel Vincent Vernay; Admiral Richard Macke; and General David Bramlett for their extraordinary service to our country and continuing service to our State.

WHEREAS, the Hawaii State Legislature honors the service of these outstanding Vietnam Veterans, commemorating their sacrifice on our behalf; and

WHEREAS, today we honor men who gave their heart and soul as a matter of course while performing their duty for our country; and

WHEREAS, most were not welcomed back or treated with the respect they earned; and

WHEREAS, today, in our own small way, we look to rectify that issue by saying thank you and mahalo for the blood, sweat, and tears they shed for us so many years ago, in a land far away; and

WHEREAS, Staff Sergeant Leonard "Lenny" Ho served three tours of duty in Vietnam as a member of 1/1 Marine Division, Alpha Company from 1966 to 1968 and received the Purple Heart after sustaining injuries as a result of being buried alive by a collapsed bunker; and

WHEREAS, upon his retirement, Staff Sergeant Ho became actively involved with a variety of volunteer organizations, including the Veterans of Foreign Wars, Vietnam Veterans of America, Marine Corps League Aloha Chapter, and See Dai Do Benevolent Society; and

WHEREAS, Lieutenant Colonel Daniel L. O'Leary III was stationed in both Da Nang, Vietnam, and later Nakhon Phanom, Thailand, where he flew combat missions and was assigned to find enemy targets as a Night Observation Sight Operator or Forward Looking Infrared Operator on an AC 119K gunship; and

WHEREAS, in all, Lieutenant Colonel O'Leary flew a total of one hundred thirty-nine combat missions during the Vietnam Conflict and received the Distinguished Flying Cross, Republic of Vietnam Gallantry Cross, Republic of Vietnam Campaign Medal, Vietnam Service Medal with two oak leaf clusters, nine Air Medals, and Air Force Outstanding Unit Award with "V" device; and

WHEREAS, Lieutenant Colonel Johnie E. Webb, Jr. served in the Vietnam Conflict and was assigned to the 64th Quartermaster Battalion, 532nd Transportation Company located at Long Binh, and was the Operations Officer for the company responsible for scheduling convoys to deliver fuel and supplies to other units; and

WHEREAS, Lieutenant Colonel Webb served for eleven years as Commander of the Central Identification Laboratory-Hawaii, responsible for the recovery and identification of the Americans lost during the Vietnam War; and

WHEREAS, Lieutenant Colonel Webb is the recipient of the Legion of Merit (2 Oak Leaf Clusters), the Bronze Star Medal, the Defense Meritorious Service Medal, the Army Meritorious Service Medal (2 Oak Leaf Clusters), and the Army Commendation Medal (Oak Leaf Cluster); and

WHEREAS, Lieutenant Colonel Vincent Vernay served two tours of duty in Vietnam; and

WHEREAS, during his first tour of duty, Lieutenant Colonel Vernay was assigned to the 3rd Anti-Tank Battalion of the 3rd Marine Division, Naval Advisory Group MACV Saigon, and S-3 3rd Battalion, 3rd Marine Regiment; and

WHEREAS, in Lieutenant Colonel Vernay's second tour of duty in 1969 and 1970, he served with G-3 Operations, 1st Marine Division and XO 3rd Battalion, 5th Marine Regiment; and

WHEREAS, Lieutenant Colonel Vernay's awards include the Republic of Vietnam Campaign Ribbon, Vietnam Civil Action Unit Citation Ribbon, Vietnam Gallantry Cross Unit Citation Ribbon, and Vietnam Service Ribbon with Star; and

WHEREAS, Admiral Richard Macke, after graduating from the United States Naval Academy at Annapolis in 1960, became an accomplished aviator completing more than one hundred fifty combat missions in Southeast Asia from the USS Constellation; and

WHEREAS, for his bravery, Admiral Macke was awarded the Vietnam Campaign Medal, Vietnam Gallantry Cross with a Bronze Star, Vietnam Service Medal with three stars, and Legion of Merit with three gold stars; and

WHEREAS, Admiral Macke finished a distinguished career as Commander-in-Chief of the United States Pacific Command from 1994 until his retirement in 1996; and

WHEREAS, General David Bramlett is a West Point graduate and retired four-star general who served two combat tours of duty in Vietnam, including serving as a Captain in the 101st Airborne Division and Rifle Company Commander of C Company 2-327th Infantry; and

WHEREAS, throughout General Bramlett's distinguished career, he was the recipient of numerous awards including a Silver Star, Legion of Merit, Defense Distinguished Service Medal, and Bronze Star with five oak leaf clusters; now, therefore,

BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that this legislative body hereby thanks Staff Sergeant Leonard "Lenny" Ho; Lieutenant Colonel Daniel L. O'Leary III; Lieutenant Colonel Johnie E. Webb, Jr.; Lieutenant Colonel Vincent Vernay; Admiral Richard Macke; and General David Bramlett for their extraordinary service to our country and continuing service to our State.
