HOUSE RESOLUTION

 

 

URGING THE LEGISLATURE TO ADDRESS THE CONCERNS RAISED AT THE TWENTY-SEVENTH CHILDREN AND YOUTH SUMMIT AND ADVANCE PATHWAYS FOR THE BETTERMENT OF THE HOMELESS IN THE STATE.

 

 

 


     WHEREAS, the Children and Youth Summit is an annual event that brings together hundreds of children throughout the State at the State Capitol Building; and

 

     WHEREAS, the idea of the event has been to allow youth to take over the State Capitol's auditorium and various meeting spaces in order to discuss issues of concern to youth in the State; and

 

     WHEREAS, these youth leaders identify the key issues they believe the Legislature needs to address to make Hawaii a better place to live, learn, and work; and

 

     WHEREAS, at the twenty-seventh Children and Youth Summit, the youth leaders identified and articulated issues of concern regarding public education; and

 

     WHEREAS, another concern youth leaders identified as necessary to raise to legislators was the need to help the homeless through the provision of resources, including skills development training and available housing; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that this body is urged to address the concerns raised at the twenty-seventh Children and Youth Summit and advance pathways for the betterment of the homeless in the State; and

 

     BE IT FURTHER RESOLVED that this body is urged to allocate financial, personnel, and facility resources to assist homeless communities, including offering job skills development and other basic resources at community district parks through public-private partnerships; and

 

     BE IT FURTHER RESOLVED that this body address the proposal of creating a new tax for non-Hawaii residents, following the university tuition model for residents and non-residents, when purchasing property, with the revenue raised from taxes being used to directly support the expansion of rapid rehousing programs, transitional housing, and plantation style homes; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Director of Finance, Director of Taxation, and Director of Human Services.
