HOUSE RESOLUTION

 

 

REQUESTING the department of education to prepare and submit A REPORT ON TITLED, FORMULA DRIVEN, AND DISCRETIONARY FEDERAL FUNDS for which the State is ELIGIBLE.

 

 

 


     WHEREAS, on December 15, 2015, the President signed the federal Every Student Succeeds Act into law; and

 

WHEREAS, on April 14, 2016, the Governor announced a new plan for Hawaii to seize and maximize the opportunity provided for by the Every Student Succeeds Act, which included the development of Hawaii's Blueprint for Public Education; and

 

     WHEREAS, the purposes of Hawaii's Blueprint for Public Education include: serving as a framework to guide strategic planning and future decisions at the state and local levels regarding public education; providing an inclusive and transparent process for engaging education stakeholders across all islands; articulating a bold and aspirational vision for public education; and guiding educational strategic and operational plans and policy; and

 

     WHEREAS, a report detailing the titled, formula driven, and discretionary federal funds that are available for public education, the purposes of the funds, and the reasons for any lapses in the State receiving funds will provide policy makers with the information necessary to ensure that: the Every Student Succeeds Act and Hawaii's Blueprint for Public Education are followed and complied with; and the receipt and use of federal public education funding is optimized; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, that the Department of Education is requested to prepare a report on titled, formula driven, and discretionary federal funds available for public education and for which the State was eligible, and whether the federal funds were obtained or used by the State; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to include in its report a review of:

 

(1)  Titled, formula driven, discretionary, and federal funds that were available between October 1, 2015, and September 30, 2016;

 

(2)  Titled, formula driven, discretionary, and federal funds approved for Hawaii between October 1, 2015, and September 30, 2016, but are no longer available due to the funds not being expended or drawn down;

 

(3)  The process of and criteria for disbursing titled, formula driven, and discretionary federal funds in the current fiscal year;

 

(4)  The amounts of titled, formula driven, and discretionary federal funds disbursed during the current fiscal year; and

 

(5)  The Catalog of Federal Domestic Assistance category of funds, all original allowable uses of those funds, and the reasons for any funding lapses or no cost extensions that have occurred since September 1, 2015; and

 

     BE IT FURTHER RESOLVED that the Board of Education is requested to examine the efficient utilization of federal resources available to Hawaii to ensure that funding follows students and is used within appropriate and expected timelines; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2018; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to submit its report in accordance with section 93-16, Hawaii Revised Statutes; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Chairperson of the Board of Education, Superintendent of Education, Chairperson of the State Public Charter School Commission, Director of the Hawaii Education Policy Center, and the respective Executive Directors of the State Public Charter School Commission, Hawaii Public Charter Schools Network, Hookakoo Corporation, and Education Institute of Hawaii.
