HOUSE RESOLUTION

 

 

urging each county to examine the feasibility of using downdraft gasification to convert waste into fuel and biochar.

 

 

 


     WHEREAS, to combat the increasing amount of waste being generated by the State's growing population, new approaches to waste disposal are becoming increasingly necessary; and

 

     WHEREAS, a process known as downdraft gasification could be an effective solution to disposing of the State's waste and an efficient source of energy; and

 

     WHEREAS, downdraft gasification is a process in which waste is heated at extremely high temperatures and converted into fuel and pure carbon pellets, or biochar; and

 

     WHEREAS, the biochar that is created by downdraft gasification has numerous agricultural uses, including improving soil health; and

 

     WHEREAS, a single downdraft gasification unit costs approximately $200,000 and can process an estimated ten tons of waste per day, or approximately fifty to one hundred pounds of waste per hour; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that each county is urged to examine the feasibility of using downdraft gasification to convert waste into fuel and biochar; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of each county.
