HOUSE RESOLUTION

 

 

REQUESTING THE UNITED STATES GOVERNMENT TO LEASE FEDERALLY OWNED VACANT LAND TO THE COUNTIES OF THE STATE OF HAWAII TO BE USED AS TOW YARDS TO STORE ABANDONED VEHICLES.

 

 

 


     WHEREAS, the Legislature finds that vehicles abandoned on public roads create both a nuisance and the potential for a widespread environmental disaster that will adversely impact human health and safety; and

 

     WHEREAS, the various counties of the State have been granted the authority to tow these abandoned vehicles within ten days of abandonment; and

 

     WHEREAS, the various counties of the State have not acted in a manner that adequately addresses the issue of abandoned vehicles; and

 

     WHEREAS, one factor in the counties' inaction in towing abandoned vehicles is a lack of suitable tow yards where the vehicles can be stored until they are either reclaimed or put up for auction; and

 

     WHEREAS, the United States government has ownership of vacant land located in various parts of the State which may have the appropriate infrastructure necessary to store abandoned vehicles; and

 

     WHEREAS, the Legislature finds that it would be appropriate for the counties to enter into a lease with the United States government to lease these vacant lands to the counties to use as lots for the purpose of creating new tow yards that may be leased to tow companies to store abandoned vehicles; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the United States government is requested to lease federally owned vacant lands to the various counties of the State of Hawaii to be used as tow yards to store abandoned vehicles; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Secretary of Defense; the Secretary of the Interior; the commander of the United States Indo-Pacific Command; the members of Hawaii's congressional delegation; the Governor; and the Mayor of each county in the State.
