HOUSE RESOLUTION

 

 

requesting the Hawaii Housing Finance and Development Corporation and the City and County of Honolulu Board of Water Supply to enter into discussions to transfer ownership and management of the Waiahole water system to the Board of Water Supply.

 

 

 


     WHEREAS, the Hawaii Housing Finance and Development Corporation is the fee simple owner of approximately seven hundred fifty acres in Waiahole Valley; and

 

     WHEREAS, these lands were subdivided into sixty-two residential lots, fifty agricultural lots, two commercial lots, and fifteen open space and various other lots, and designated as the Waiahole Valley agricultural park and residential lots subdivision; and

 

     WHEREAS, the Hawaii Housing Authority and the Housing Finance and Development Corporation, the Hawaii Housing Finance and Development Corporation's predecessor agencies, constructed the Waiahole Valley infrastructure in the late 1980s, including the Waiahole water system, a one million gallon water system that services the Corporation's lessees, other residents of Waiahole Valley, and Waiahole Elementary School; and

 

     WHEREAS, the Waiahole water system is more than twenty years old and the system's water reservoir tank and distribution system are reaching the end of their usefulness; and

 

     WHEREAS, the majority of Waiahole valley residents rely upon the Waiahole water system for residential and agricultural water needs instead of being connected to the water system administered by the City and County of Honolulu Board of Water Supply; and

 

     WHEREAS, the Hawaii Housing Finance and Development Corporation's primary function is to provide affordable housing, not water system management, and the use of its resources to maintain and operate the Waiahole water system reduces the amount of resources available for affordable housing financing and development; and

 

     WHEREAS, the City and County of Honolulu Board of Water Supply has substantial expertise in water system management; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that the Hawaii Housing Finance and Development Corporation and the City and County of Honolulu Board of Water Supply are requested to enter into discussions to transfer ownership and management of the Waiahole water system from Hawaii Housing Finance and Development Corporation to the City and County of Honolulu Board of Water Supply; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the Mayor of the City and County of Honolulu, the Executive Director and the Chairperson of the Board of Directors of the Hawaii Housing Finance and Development Corporation, and the Manager and Chief Engineer and the Chairperson of the City and County of Honolulu Board of Water Supply.
