     WHEREAS, artificial intelligence is poised to be one of history's most impactful scientific advances, with the potential to grow into a multi-trillion-dollar industry in the next decade through almost limitless public and private applications; and

 

     WHEREAS, the benefits of artificial intelligence currently outweigh its costs, with transformative uses in trucking, medical diagnosis, financial fraud detection, economic modeling, and advanced threat-detection military systems; and

 

     WHEREAS, despite artificial intelligence's many benefits, experts warn of its dangers, especially relating to advanced autonomous weaponry or extreme invasions of privacy as currently implemented in China's social credit system; and

 

     WHEREAS, because of the high-risk, high-reward nature of artificial intelligence, Hawaii should explore the advantages of artificial intelligence to determine its suitability for uses in Hawaii's government, economy, and how the State can defend against potential artificial intelligence threats; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that this body requests the Department of Business, Economic Development and Tourism to convene a committee known as the Artificial Intelligence Working Group, to make recommendations on the following issues:

 

     (1)  Artificial intelligence applications currently used or being implemented in other states or countries;

 

     (2)  Competitive advantages to be gained by application of artificial intelligence in Hawaii's economy and state government;

 

     (3)  Potential dangers or unintended consequences of integrating artificial intelligence into state operations;

 

     (4)  Methods of encouraging the research and development of artificial intelligence in the University of Hawaii system and in private business in Hawaii; and

 

     (5)  Other relevant issues that may arise, at the discretion of the working group; and

 

     BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism is requested to extend invitations to join the working group to the following representatives of government, private industry, and university organizations, including but not limited to:

 

     (1)  The Chairs of the Senate Committees on Technology and Energy, Economic Development, and Tourism; and the Chairs of the House Committees on Economic Development and Business and Commerce and Consumer Protection, or their designees;

 

     (2)  The Director of the Department of Business, Economic Development, and Tourism, or their designee;

 

     (3)  The Department Chair of the University of Hawaii at Manoa Information and Computer Sciences Department, or their designee;

 

     (4)  Two individuals currently engaged in artificial intelligence research at a private company with majority Hawaii resident ownership; and

 

     (5)  Other appropriate federal entities or American private companies with extensive computer science and artificial intelligence expertise; and

 

     BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism is requested to use its resources and technology to encourage virtual meetings in order to submit an interim report on the progress of the working group, including any findings, recommendations, and necessary proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2021, and a final report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of the Department of Business, Economic Development, and Tourism; the Department Chair of the University of Hawaii at Manoa Information and Computer Sciences Department; the Chair of the Senate Committee on Technology; the Chair of the Senate Committee on Energy, Economic Development, and Tourism; the Chair of the House Committee on Economic Development and Business; and the Chair of the House Committee on Commerce and Consumer Protection.
