HOUSE RESOLUTION
urging the city and county of honolulu to construct a crosswalk on upper aiki street along kupuna loop in village park for pedestrian safety.
WHEREAS, Hawaii is committed to maintaining and improving its neighborhood quality of life and livability; and
WHEREAS, traffic safety and walkability of our neighborhoods are priorities for Hawaii; and
WHEREAS, Hawaii averages 28 pedestrian fatalities each year and 560 pedestrian injuries from being struck by motorists, giving Hawaii the fourth highest pedestrian fatality rate, per capita, in the United States; and
WHEREAS, the majority of fatalities occurred because people failed to use crosswalks and did not cross at intersections; and
WHEREAS, the most common reason why pedestrians were struck is because drivers failed to yield the right of way or were inattentive; and
WHEREAS, the residents of Village Park are in need of traffic safety improvements, particularly on busy Aiki Street and Kupuna Loop, where there is a high mix of cars and pedestrians; and
WHEREAS, Village Park residents
for years have sought a crosswalk on upper Aiki Street along Kupuna Loop that would
be visible to motorists, and help pedestrians, many of whom are young or elderly,
safely cross the busy roadway; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-sixth
Legislature of the State of Hawaii, Regular Session of 2011, that the Department
of Transportation Services of the City and County of Honolulu is urged to
construct a crosswalk on upper Aiki Street along Kupuna Loop in Village Park for
pedestrian safety; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation Services of the City and County of Honolulu; Director of Transportation; Chief of Police of the Honolulu Police Department; and Chairperson of the Waipahu Neighborhood Board.
