HOUSE RESOLUTION
urging the united states armed forces to permanently cancel rimpac exercises in hawaii.
WHEREAS, the Rim of the Pacific Exercise, or RIMPAC, is the world's largest international maritime warfare exercise and has been held biannually in Hawaii since 1971; and
WHEREAS, the six-week exercise generally brings to the State representatives from more than twenty countries and more than twenty-five thousand additional military personnel; and
WHEREAS, military sea exercises during RIMPAC damage corals; disrupt marine mammals' group communication, hunting, and breeding; and cause sonar-related injuries and deaths for marine mammals and fish; and
WHEREAS, according to the Hawaii Commission on the Status of Women, women and gender minorities are at increased risk of violence and sex trafficking during RIMPAC due to the heightened presence of military personnel; and
WHEREAS, state, national, and international organizations have petitioned for the end of RIMPAC based, in part, on the harm the exercise causes to Hawaii's environment, animals, and people; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the United States Armed Forces are urged to permanently cancel RIMPAC exercises in Hawaii; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the United States, Secretary of Defense, Chair of the Joint Chiefs of Staff, United States Army Pacific Commanding General, United States Navy
Pacific Fleet Commander, United States Pacific Air Forces Commander, United States Marine Corps Forces Pacific Commander, and United States Coast Guard District Fourteen Commander.
