HOUSE RESOLUTION

 

 

requesting the department of customer services of the city and county of honolulu to fully staff its drivER licensing centers and expedite the process of obtaining a state identification card for individuals experiencing homelessness.

 

 

 


     WHEREAS, a motor vehicle makes meeting the demands of employment and personal life accomplishable, particularly in rural areas of the City and County of Honolulu; and

 

     WHEREAS, to legally operate a motor vehicle, the owner of the vehicle must, among other things, obtain a driver's license; and

 

     WHEREAS, a driver's license and other identification documents are also necessary to complete many daily activities, such as transactions with financial institutions, health providers, hospitals, and other entities that require proof of identification; and

 

     WHEREAS, the lack of valid government identification documents can be a huge barrier to housing and employment for many people experiencing homelessness; and

 

     WHEREAS, Driver Licensing Centers of the Department of Customer Services of the City and County of Honolulu are responsible for various services, such as all state identification document services; and

 

     WHEREAS, these Driver Licensing Centers are understaffed, which severely restricts the public's opportunity to avail themselves of the important services they provide for the residents of the City and County of Honolulu; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, that the Department of Customer Services of the City and County of Honolulu is requested to fully staff its Driver Licensing Centers to provide residents more opportunities to receive the necessary services these centers offer; and

 

     BE IT FURTHER RESOLVED that the Department of Customer Services of the City and County of Honolulu is requested to expedite the process of obtaining a state identification card or driver's license for any individual who is experiencing homelessness who can provide verification from an authorized homeless service provider that the individual is indeed experiencing homelessness; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Chairperson of the Honolulu City Council, and Director of Customer Services of the City and County of Honolulu.
